TCEB lists Surat Thani as a single MICE City, but the province covers two places a planner would never otherwise put in the same sentence. Surat Thani town, on the mainland, is a transport and logistics hub — a rail junction and a port serving trade further south — functional rather than a destination. Koh Samui, the island that gives the province its tourism reputation, sits offshore and carries its own airport, its own international resort brand names, and genuine function space built for weddings and small conferences rather than provincial business.

That distinction has to be made before anything else, because the transfer math differs sharply depending on which one a brief actually means. A resort on Samui with real meeting space is a two-hour-plus door-to-door trip from Surat Thani's mainland airport once a vehicle and a ferry crossing from Don Sak pier are added — worth knowing before a Samui venue gets shortlisted on the strength of the province name alone. Fly to Samui's own airport instead and that drops to a direct landing, at a materially higher fare, since Bangkok Airways controls most of the route.

Nothing documented in either half of the province supports a large-scale congress. The mainland hotel here does not publish its own capacity figures for verification; the two Samui properties that do publish numbers describe modest function space — genuinely useful alongside a beach programme, not a stand-alone exhibition venue.
